Program & Project Management

We establish a solid foundation for total project success as defined by the owner.

CCS experts first take the time to understand the client organization’s objectives and culture. Our rigorous project definition process, supported by our many proprietary tools, enables clients to identify scope, quality, construction cost, total project budget, the construction schedule and master project schedule, and project delivery methodology, while optimizing value and mitigating risk. Our process addresses all project participants, not just the design and construction team. In this manner, we establish a solid foundation for total project success as defined by the owner.

work stages

1

Pre-Design

During the earliest meetings, the owner will ask, “What will this project cost?” CCS’ cost consultants help establish construction-cost parameters and total capital project budgets before the design phase. Meeting with the architect and owner, we ask basic physical and qualitative questions about the anticipated scope.

Our Parametric Cost Model© (PCM) is deployed at the feasibility stage of a project, sometimes utilizing only sketches and verbal descriptions before concept drawings are available. The PCM generates approximate quantities which are then priced to reflect anticipated quality levels.

2

Design

Throughout design, CCS will manage all team participants to ensure that project communication is clear and that activities are coordinated to ensure that the design evolves and is consistent with the goals established for scope quality, cost, and schedule.

Additionally, CCS is continuously looking for opportunities to create value and mitigate risk. Our technical services include:

  • A continuous total budget
  • Construction cost and master schedule
  • Continuous monitoring and updating
  • Owner-required meetings
  • Design-review meetings
  • Specialist vendor meetings
  • Regular status reporting
  • Value engineering
  • Risk mitigation
  • CM review meetings

CCS acts with the team to proactively identify threats to project success and resolve them as soon as possible so that our client can be comfortable that the project is on track and under control and well thought through.

3

Bid and Award

CCS will propose a practical review of the proposed construction contract for issues that may increase cost or risk to the client. This does not replace the services of the client’s legal advisor. Our team will analyze and negotiate bids with contractors and subcontractors on “an expert-to-expert” basis to ensure best value to the client.

We base our reviews on real-time information about products, labor and markets with an accurate understanding of the supply-chain and compliance issues that can cause problems. CCS also corrects the information asymmetry that sometimes exists between bidder understanding and AEC intent to ensure a fully responsive bid which can then be recommended to the owner.

4

Construction

During construction CCS project managers are on-site, monitoring all aspects of the project to ensure project goals are being met. In the event of a threat to project goals, CCS leads the team to proactively identify threats to project success and resolve them as needed to bring the project back on track.

Technical services during construction include:

  • Regular project OAC meetings
  • Special meetings as required with any and all project participants to maintain project goals
  • Client meetings/reporting as required
  • Continuous total budgeting
  • Construction costing
  • Master schedule monitoring and updating
  • Contractor payment oversight
  • Change order review, negotiation, and processing

Closeout and Facility Occupancy

During the final phase, CCS overviews:

  • Punch-list completion
  • Final accounting and payment
  • The handover of maintenance manuals and warranties
  • Completion of requisite training

We also provide an estimate for maintenance, operational costs, and lifecycle costs, which can provide a basis for the owner’s facility management plan.
